A Walk through HAP's QMB Toolkit

HAP's February conference call was an opportunity to explore in a new way the issue of Qualified Medicare Beneficiary (QMB) clients and Medicare cost-sharing. On this call, we walked through HAP's new QMB Counselor Toolkit. HAP has released a series of tools on the topic over the past several months — Getting Started, Moving Forward, and Key Terms — and SHIPs have shared their appreciation for them. This call was another opportunity for the SHIP network to gather, share experiences, and offer feedback on HAP's tools.

Since last year as part of its Troubleshooting Medicare project, HAP has been following closely the persistent access-to-care issue affecting people enrolled in the QMB program around Medicare cost-sharing. Last summer, HAP used the August and September conference calls to discuss the extent of the problem with the SHIP network. SHIPs in a number of states reported that their QMB clients in both Original Medicare and Medicare Advantage (MA) plans were being improperly billed for Medicare cost-sharing by health care providers even though beneficiaries in the QMB program are entitled to full relief from these amounts. On this call we shifted our focus to assisting SHIPs who are counseling QMB clients on their rights and benefits under the QMB program.
