   Vermont SHIP Program

The Vermont CSP seeks to build the management skills of coordinators to educate, counsel, and assist Medicare beneficiaries by increasing their volunteer pool.

The two overall goals of the project are:

  • To support local SHIP coordinators to recruit and retain more volunteers year round, but particularly during the Annual Enrollment Period
  • To strengthen the management capacity of local SHIP coordinators with resources that supports their efforts to build and sustain a strong volunteer program

To achieve these goals, HAP engaged intensively with the Vermont SHIP program to develop and implement the following strategies:

  • Developing a “role-based” volunteer program
  • Creating a customized volunteer recruitment toolkit reflecting these roles
  • Determining a state standard for training each role
  • Utilizing local training resources, such as United Way volunteer management experts, to support SHIP coordinators as they build their volunteer management skills
