1.  What is the sequence of events for those people who receive auto-enrollment letters?
Full dual beneficiaries who do not enroll in a Part D plan are automatically enrolled into a PDP (with a monthly premium below the low-income benchmark-- also called a "no premium plan with full LIS"). Other low-income beneficiaries who qualify for the low-income subsidy also are facilitated into PDPs if they do not choose a Medicare drug plan. All beneficiaries, including those who qualify for the low-income subsidy, may independently choose Medicare drug plans that best fits their needs and then follow the procedure to enroll in that plan.
