Which beneficiaries are considered low-income to get help with the cost-sharing requirements of the Medicare drug coverage?

  • Medicare beneficiaries who receive Medicaid benefits, either full or partial, are considered low-income and are "deemed-eligible" for the subsidies. 
  • Medicare beneficiaries who receive Supplemental Security Income (SSI) but not Medicaid benefits are also deemed-eligible for the subsidies. 
  • Other beneficiaries are low-income by virtue of limited income and resources.
