1. Exactly what qualifies an individual as a “full dual”?
“Full duals” are the beneficiaries who qualify for full Medicare and Medicaid benefits, including long-term care provided in both institutions and in the community as well as prescription drugs.  Each state defines its own income and asset limits for Medicaid qualification.  Thus, the population covered by both Medicare and Medicaid will differ from state to state.
