- Medicaid Statutes - Users may access the Social Security Act sections authorizing the Medicaid programs at Title XIX. To access the United States Codes relevant sections see the above USC portion of this manual and search for 42 USC §§1396 through §§1396v.
- Medicaid Regulations - Federal Medicaid regulations are in 42 Code of Federal Regulations (CFR), § 430 et seq. Users may search this citation at the above CFR site or be directly linked to 42 CFR §430 et seq. Search current or proposed federal regulations relating to or affecting Medicaid. The Web site organizes regulations by quarter: Regulations Published this Quarter, Regulations Published Last Quarter, and Regulations Under Development this Quarter. On each Web site, the user may browse a list of regulations affecting specific sections of the Medicare program for the respective quarter. Access to Proposed Regulations Open for Comment enables participation in the rulemaking process.
- Resources - Access State Medicaid Plans by clicking on their state on the map locator. Each state plan permits browsing by section or table of contents. Please note that the state plan available on the CMS site may not be the current version. Each CMS Regional Office (contact information) retains the updated versions. The State Medicaid Manual page permits users to browse by chapter heading and download self-extracting zipped (compressed files) versions of each chapter. Note that when extracting the files, the chapters consist of several Word documents, which can be cumbersome to search if unfamiliar with the exact section desired. The CMS Web site also provides access to CMS guidance Letters to States. This page provides a quick reference topic glossary and PDF format letters organized by year.

Helpful Hints: The CMS Web site can be intimidating due to its size and detail. For those with sight impairments, the CMS offers helpful high-contrast and large font options at the top of every page. The links provided above include typical information sought by researchers that work at CHAPs, however if users find other links useful be sure to save them in your favorites file for quick access later. In addition to the above links, the SCHIP materials, including the documents related to states approved SCHIP plans, are useful. Those writing grant proposals and press releases will benefit from some of the statistics available at the CMS Researchers page.
